Our Institution
Congress of Deputies
The Congress of Deputies (Congreso de los Diputados) is the lower house of the Cortes Generales, Spain's legislative branch. It comprises 350 members elected through proportional representation who serve four-year terms.
The Congress plays a crucial role in approving legislation, overseeing government actions, and confirming the appointment of the Prime Minister.
Senate
The Senate (Senado) is the upper house of the Spanish Parliament, designed to represent the territorial interests of Spain's autonomous communities and provinces.
It has legislative powers including the right to veto or amend legislation approved by the Congress, though the Congress can override most Senate vetoes.
Legislative Function
The Cortes Generales is responsible for creating and approving national legislation. Both houses participate in the legislative process, debating and voting on bills before they become law.
The Parliament also has the power to amend the Constitution, subject to specific procedures and potential referendum requirements.
Democratic Representation
As Spain's primary representative institution, the Parliament embodies the democratic will of the Spanish people. Elections are held every four years, allowing citizens to select their representatives.
Through debates, questions, and committee work, members of Parliament provide a voice for their constituents at the national level.
Parliamentary Control
The Parliament exercises control over the Government's actions through questioning sessions, investigations, and debates. This oversight function is essential to maintaining democratic accountability.
Members can request information, form investigative committees, and even issue votes of no confidence if they believe the Government has lost the trust of the chamber.
International Relations
The Cortes Generales plays a significant role in Spain's international affairs, authorizing international treaties and agreements. It also participates in European Union decision-making through various mechanisms.
The Parliament maintains relationships with other legislative bodies worldwide and participates in international parliamentary assemblies and organizations.
